Donna has been at PNNL since 1992. She has a B.A. in Economics, Pacific Lutheran University, and an M.S. in Agricultural Economics, Purdue University.

Donna has focused on energy issues, with most of her experience relating to the assessment of energy-efficiency projects, technologies, and research programs. Since 1995, she has provided technical support for the U.S. DOE's Office of Building Technology, State and Community Programs (BTS) Government Performance and Results Act (GPRA) Metrics effort, and managed the effort from 1997-2002. This project, which is part of a larger DOE effort, estimates BTS program benefits on an annual basis.

Past experience includes life cycle cost analyses of potential energy and water efficiency measures at FORSCOM sites, benefit-cost analyses related to munitions production and management for all active and inactive ammunition plants and management organizations, development of a series of nomographs for the Energy Saver program, socioeconomic analyses for Environmental Impact Statements, and was the development team contact for the commercialization of the Lighting Technology Screening Matrix and the Lighting System Screening Tool.
